What is a Tier III data center?
A Tier III data center is a high-reliability data center under the Uptime Institute classification. In plain terms: every critical system — power, cooling, network — is redundant, and maintenance can be performed without shutting the facility down. In practice that works out to roughly 99.982% uptime a year — about 1.6 hours of unplanned downtime.

Where did the Tier system come from? (a short history)
The Tier system was created by the Uptime Institute, an organization founded by Kenneth Brill in 1993. Before the 1990s there was no common standard for measuring data center reliability — every provider used the word "reliable" to mean something different. The Uptime Institute introduced the four-level Tier classification (I–IV), and over 30+ years it has become the industry standard, applied today in 100+ countries.

What does "concurrently maintainable" mean?
This is the defining concept of Tier III. It means any power or cooling element of the data center — UPS, generator, chiller, cable — can be taken out for planned maintenance without turning the servers off, because every element has a second, redundant path. In Tier I and II such maintenance requires shutting the load down; in Tier III it does not. Note: this is not the same as automatically surviving any failure (fault tolerance) — that is the Tier IV level.
Tier certification: Design, Constructed, Operational
To stop anyone from self-labeling as "Tier III", the Uptime Institute issues three separate certifications: Design Documents (the design is reviewed), Constructed Facility (the actual built site is inspected on location) and Operational Sustainability (operations processes). The strongest signal is certification of both the design and the constructed facility; a "Design" certificate alone does not prove the site was actually built to the standard.
Why Tier III is optimal for business
Tier IV (2N, fault-tolerant) gives maximum reliability, but it costs several times more to build and run — typically for banks and critical national infrastructure. For most businesses that is overkill. Tier III is the balance of reliability and cost: planned maintenance causes no downtime, the risk of an outage is significantly lower, and the price stays realistic. It is usually enough for corporate sites, e-commerce, 1C/ERP and business applications.
